ANJU declaration on President Karzi's recent order to enact limitation on media  

President Karzi,has ordered Ministry of Information and culture to stop broadcasting of vulgar television programs. 

President Karzi has issued the order since he met Ulama High Council , and they have demanded to enact limitation on those TV channels, showing trivial movies and Serials.

However UHC has been tried earlier to enact limitation on media, but their efforts did not proved fruitful.      

ANJU belief ,a person or an institution cannot illegally enact limitation on media broadcasting , the mass media law distinctly specify the method of complaints agianst media , this would be the only procedure to handle such complaints.

Based on article  42 of mass media law, the mass media commission has to be form ,thus a part of its responsibility is to handle complaints of media. 

But minister of culture Himself, overtly infract the law and hurdle to form mass media commission, and maintaining the illegal complaints commission of media,  

Therefore the handling complaints of media is blocked legally, and  president Karzi or Ulema's demands cannot sort out the issue.  

When minister of culture has been summoned to parliament, he has promised to parliament members if they have trusted on him , will definitely hurdle the broadcasting of movies and Serials "are called travail" and will approve the demands of UHC. 

It seems, minister of culture has shown "green light" to UHC demands in this regard.  

ANJU emphasized  that president Karzi, rather than issuing such a orders, has to direct ministry of culture to its responsibilities, and order him to cancel illegal complaints commission of media, and let mass media commission to be form as soon as possible.
