
The outlined suggestion for reformation of the copyright was submitted to the President’s Second Deputy by a committee containing representatives from authors and writers, broadcasters, artists, producers of documentaries, reporters and lawyers.
Almost four months ago, the Ministry of Culture and Information (MCI) suggested the adjustments in the law containing supporting the rights of authors, writers, investigators and artists or the copyright to the Ministry of Justice, so that it is approved by the National Council after the legislation process. Unlike the expectations, the MCI didn’t really consider the opinions of the social cooperative bodies who would be concerned or benefited under this law.
As per this reason, a committee was established, suggested by ANJU and initiated by Mrs. Farzana Wahidi, one of the famous photographers of the country representing Afghanistan’s Peace, Development and Study Centre (APDSC) and finally the draft adjustments of the MCI were assessed and reviewed.
This committee have been reviewing the MCI’s draft amendments in the law since three months. During some of the meetings of this committee the responsible body for the copyright of the MCI participated as well. Without considering the opinions of this committee, Ministry of Justice sent this law with adjustments to the Law Making Committee of Ministers Council which is led by President’s Second Deputy, so that it is sent for approval of the National Council after the last assessment and revision.
Due to huge problems in the draft adjustments in the law, the Minister’s Committee for Law Making sent back the draft to the Justice Ministry.
According to the importance of this issue, the revision committee of copyright law brought up their suggestions adjusting this law to Mohammad Sarwar Danish, the Second Deputy of the President.
In the above meeting, it was suggested that these suggestions should be sent to the Ministry of Justice so that during revision of the draft by MCI, this committee’s suggestions also get under consideration.
Another suggestion was to allow a number of members of this committee to attend the revision meetings of this draft law in Ministry of Justice.
The Office of the Second Deputy of the President , officially sent this suggestion of the committee to the Ministry of Justice and efforts will be paid in order for the Revision Committee of the copyright with the support of Ministry of Justice to start their regular meetings to bring changes and adjustments to the draft prepared by the MCI.
